The blackout kit you already own
Nine parts of this chapter have counted gallons, watt-hours, dollars and percentages. This last one counts what is already in your house. According to the federal residential energy survey, 115.5 million of the 123.5 million homes in the United States have a water heater with a tank in it, and the most common size band holds more drinking water than the federal three-day figure for a family of four. Before anything is bought, this is the inventory nobody takes.

Nothing here asks you to buy anything. Pick your state so the outage length is yours rather than a national average, say how many people are in the house, and tick what you actually have. The water arithmetic uses the bottom of each published tank band, never a midpoint, because the survey publishes bands and inventing an average inside one would be making up a number.
Not a guess, a survey of 123.5 million households
Preparedness writing is full of assumptions about what a normal house contains. The federal residential energy survey counted it. Every figure below is out of 123.53 million homes.

Forty gallons, in a cupboard, that you paid for years ago
A family of four following the federal three-day guidance needs twelve gallons. The most common water heater band in the survey is 31 to 49 gallons, and the next most common is 50 or more. The water is already in the house, already paid for, and refreshed every time somebody showers.
The conditions are real and short. Turn off the electricity at the breaker or the gas at the valve first, and let the tank cool. Draw from the drain valve at the bottom, and expect the first of it to carry sediment. Treat what comes out before drinking it, exactly as part viii sets out. Do not switch the heater back on until the supply is back and the tank has refilled, because an element firing in an empty tank destroys itself.
What this does not replace. It is one tank, once. It does not rotate, it is not portable, and if the outage came with a boil-water notice, the water inside was drawn before the notice and still needs treating. It buys days, not a plan. What a plan looks like is the storage guide, and how much you actually need is the household water plan.
Fill the bathtub before a forecast storm, not after the water goes off. That one is free, and it is the step people remember an hour too late.
Cooking is not heating, and outdoors means outdoors
About 36 per cent of American homes have a gas, propane or dual-fuel range, and many of those cooktops will light with a match when the electric ignition has no power. That is a genuine capability sitting in the kitchen. The oven usually will not, because its controls are electric.
Never heat the house with a gas stove or oven. Ready.gov is explicit: it raises the risk of carbon monoxide poisoning and of fire. Cooking briefly with ventilation is not the same act as running a burner for warmth, and the second one kills people every winter.
A grill is an outdoor appliance, and so is a generator. Fifty-six per cent of homes have a grill, which solves cooking during an outage as long as it stays outside. The same rule runs harder for generators: Ready.gov puts them outdoors and at least twenty feet from windows, doors and an attached garage. Neither one is negotiable because of weather. Part v works out whether a generator is even the right answer for your state's outage pattern.

Nine parts, and the order they were in
This chapter started with a number: how many gallons a household needs. It ends with a different one: how many are already in the building. Everything between the two was an attempt to answer a question with a public figure and a date rather than with a product.
What the nine parts add up to is an order of operations. Count what you have. Know what your roof, your climate and your grid actually give you. Treat what you collect. Buy last, and only where the arithmetic says the gap is real.
